Most employers would like to establish that you can perform the task at hand
and handle responsibilities that may be incorporated into your role as you
grow in the organisation.

Some resort to certificates.

Work experience is also a certificate of sorts.

Years of experience spent in a profession don't necessarily translate into
superior capability. You may have 6 years of experience, which essentially
translates into six months of experience repeated a dozen times.

One strategy is to find out what needs to be done, and then go about proving
you're the best person to do that. Sometimes you may have to look at the
information layout in that organisation and help them define what needs to
be done.

Find what hole they have, and if you're the right peg, show them.

How important is certification in securing a job or contract/subcontract
in
IT/IS related positions, technical writing, website development and such?

Is it true that 7-10 years of experience in these areas is useless without
a
certification?

Is it true that self education (I spend at least 3-4 hours and more a day
conducting my own training and education online) has no value? I'm talking
about the kinds of targeted training that's offered by Lynda.com, Adobe,
Microsoft, etc. etc.

If certification is a requirement, which from the alphabet soup choices
and
the various companies offering CBT Training, are most important for a
person
who wishes to continue working in this field?
