I've successfully telecommuted, either full time or part time, at 3
jobs. Just asking to be able to work from home is not enough, you need
to justify it. Create a business case for telecommuting.

This was the resource I used in my last job. It helped me create a
business plan that was win-win for both employer and employee (me).
The information at this site can be read online, or they have a PDF
version that can be downloaded.

After I presented my business plan, I followed up with a draft of a
telecommuting agreement, for a trial period of six months, at which
time it was supposed to be re-evaluated. They never re-evaluated it
though, just continued it in force until the day I left (approx. 6
years).
