My recommendation is to use some type of HTML-based help for
any new projects, and begin migrating any WinHelp projects you
have as time allows (or, as you start into a major edit of each
project).

I have not looked at RoboHelp's WinHelp to HTMLHelp conversion
(it's on my ever-increasing To Do list :) but both Doc-to-Help and
Help & Manual do a good job (D2H is my personal preference and is
what we have implemented in-house).
