As I said, the W3C's guidelines are appropriate for any HTML-based
content. If you're using CHM, Microsoft has standards for its
implementation. If JavaHelp, Sun has standards for its implementation.
Same for OracleHelp, WebWorks Help, WebHelp, etc. Further, there are
design considerations that span formats that are covered in many
usability books and so forth.

If you're looking for one entity to tie it all together, I don't know
of one. If you want one, perhaps I found a market niche. ;-)
