Who cares what California or any government gives as definition of a
technical writer. Every technical writing job I've worked (and that's
been a lot over the last 25+ years) has been different. Some require
software experience. Some require a hardware background. Some
require both. Others require experience in the construction industry,
or transportation, or entertainment. Simple put, the candidate(s)
didn't fit your needs. They were already given the job description
(which could be construed as the definition of a technical writer for
your company for this project) when you advertised the position. If
none of your candidates fit the bill, then the problem may not with
them. It may be with your job description. They don't need a lecture
on what a technical writer is or does. They just need to be told they
didn't get the job so they can go on with pursuing the next
opportunity.
