Presented this way, "per diem" is probably just accounting hocus-pocus.
Reimbursements by employer for employee expenses are not taxable,
so if the "normal" rate is $50/hr and the "per diem" offer is $30/hr with
a $20/r per diem, as long as the employer is recording the $20/hr as expense reimbursement rather than pay it costs them the same but you won't have to pay taxes on it. You just need to verify that they are not going to put the $20/hr on your W2 (better yet, try to get them cut you separate checks for it that are labeled as being "expense reimbursement" so that you can further justify it as not income to the IRS if necessary).
