If the UI is Windows based, and you have Visio, you can use the Windows
XP template to put together convincing screens/menus, etc.
HTML and web tools can be useful.

Don't forget to start by just drawing things on paper or a white board -
don't invest too much time in getting it perfect, invest time in getting
it to be useful.
