A friend of mine who's an artist has Blue Cross/Blue Shield coverage that is
adjusted according to income. I don't have the particulars, but it might be
worth a query.

When I was contracting I got insurance through the National Association
for the Self-Employed. Low-cost is relative and "worth a darn" moreso, but
you should at least check them out.
