Hmmm...I remember this question coming up some time ago and the answers
varied widely. To my knowledge a the difference is this:

Let's say that company XYZ is building a data center - a room that will
house their servers.

A Technical Spec might list the how big the room should be, at what
temperature the room should be kept, how far off the floor the servers
should be, etc.

A Functional Spec might describe how those same servers are configured, how
to remotely reboot them, etc.
