I've been using Paint Shop Pro since version 4, and I highly recommend it. Indeed, it does a significant fraction of what Photoshop does for much less money.
In addition to simply capturing screens, you can efficiently crop them, reduce their bit depth, and save them to multiple formats. (No need to store a 1.5 MB shot of your desktop when all you need is a 100 KB screen.) You can also edit the bits of a screenshot. (Never send out the name of the Engineering server again!) If you have hundreds of images in a directory, the browse feature makes it fast and easy to figure out which one is which. You can even design masks that can give a "torn-paper" edge to partial screenshots.
The Macintosh equivalent is Graphic Converter, which can open even more file types.
