W3C capitalizes it, and they're the main international standards
organization for the Web.

There was a lot of noise when Wired magazine chose lower-case, but other
news media didn't exactly come stampeding after them. That was more than
two years ago.

Personally, I think of the Web as a place, like Chicago. I suppose if
you thought of the Web as a medium, like television, you'd prefer
lower-case.
