The Web -- nickname for the World Wide Web, only one, proper noun,
capitalized.
A website -- one of many, common noun, not capitalized.

Give me something hard next time.

If I was on a team where capitalization was challenged, I would probably
cave in easily unless capitalization was truly important for users' clear
understanding. I would at least attempt to convince the team to enter their
chosen convention into a style guide so that usage would be consistent.
