I think you want "current" as in the "current contractor."

I've only seen incumbent used for the current holder of an elected
office, or as a synonym for obligation such as "it is incumbent upon
us to..."

When B is talking about how it will deal with A after the contract is
awarded to B, does B refer to A as the 'incumbent' or the 'previous'
contractor? For instance: "We (B) will communicate rapidly with the
[incumbent/previous] contractor as soon as the contract is awarded to
us."

I knwo this must be much simpler than I'm making it out to be. Blame
it on Friday...
