In my opinion, the following are simply not acceptable usage.
"Choose one from the list, next:"
"Use the steps, next, to complete the form:"
I'm an editor, and I'd mark these as errors, suggesting something like:
"Choose one from the following list:"
"Use the following steps to complete the form:"
I also have no problem using "below" or "later" to indicate material the reader will arrive at after the reference. These, however, are also subject to the requirements for correct usage.
