There are, I had three such writers on my team at
my last company.  Occaisionally a bit of UK English
or native phrasing might slip in, but those were
easily caught with a light edit.  It sounds to me
as if the issue is not the person's English, but
his experience (or perhaps lack thereof) as a
writer.
