Somewhere I have a dusty spreadsheet that I created after reading a paper
written by Joann Hackos, I think the paper was called "Evaluating Complexity
in Documentation"?? Something like that.

Although it's not PAGE focussed but topic focussed but I have used it well
in the past to gain a starting point towards the dark art that is project
estimating. It's one step better than "stick finger in mouth, hold finger up
in air" method, and only really useful for the first time through a new
project. Once you know the product and the doc set a little better it gets
much easier to estimate and I do away with said spreadsheet.
