If allowed to ask for further information I might request more
details about the context, but if not allowed it should still be
possible to make certain assumptions based on what you know
(presumably you have gone in knowing the company and what
the position would be documenting), and begin your reply by
stating what those assumptions are. And you really should be
prepared to be asked this question in some form or another
during an interview for a technical writing position. The only
thing that spins this differently is being asked to write it out.

So not knowing the specifics of the company and position
you were applying for, I'd state my assumptions, follow with
a non-wordy bulleted or numbered list of the items I thought
appropriate and then end with a statement that the list would
be modified based on actual subject matter details. At the
very least, my "package" would consist of a documentation
plan, a schedule and the actual documents.
