I have used Dreamweaver in a team of five writers to develop a rather large (1000+ topics) web help site. We used it in conjunction with Visual Source Safe so that we could control who had a topic checked out and had few if any problems. It takes a little discipline and a lot of communication, but it can work well.

IMHO, using an application designed for source control like VSS is almost always superior to using the features built into the tool you're using to generate help content. DW's home-grown check in/out tools were not as robust as those offered by VSS. And we also chose VSS because that's what the developers were using and it made it a lot easier to get our stuff incorporated into their builds if we all used the same tool.
