What is the help file format? (HLP or CHM)

You should be able to import or otherwise use the existing source
files in another tool. Some tools will even let you import the file itself
(for instance, Doc-to-Help will import an HLP file, or it will import the
source files used to create the HLP).

A different tool might be your best option. I know Doc-to-Help offers
competitive upgrades from any product (which I assume includes
Forehelp, but I don't know that specifically).
