I understand that the scenario is written to make a point and in
reality, would probably not happen as described to the degree that is
described, but sure, the person qualifies as a technical writer. Why
not?

A technical writer is not defined by volume and question-asking is
part of the job description. What someone else does with those
questions is outside of consideration.
