John and Al are right, unless the contract provision requires
the agency to pay you an equivalent amount if the contract
is cancelled before it begins or before its scheduled end
date, line it out, insist on a change or turn the contract down.

Also, check your state's employment laws. If the position
is W2 and you are in an at-will state, the provision may not
be legally enforceable at all.

I can understand the agency wanting to protect themselves, but you also
need to protect yourself from agencies. To that end I would add two
