Things like "CANDIDATES SHOULD BE PERMANENT EMPLOYEES IN THEIR PRESENT
ORGANIZATIONS" give me the idea that there is a specific person that the
hiring manager wants, but the manager was directed to advertise the
position, probably through a list of prefered vendors. The State of
California does stuff like that to get a specific person for a job, but they
are bound by law to advertise the position. I think that Intel and other
tech companies around here are doing the same thing now to get back their
favorite employees after recent mass layoffs.
