In California's MRMIP, a pre-existing condition that persists would require
the insurance subscriber to maintain insurance in MRMIP for no more than 36
months. At some point, I don't know when, subscribers may become eligible
for other insurance. After 36 months, insurance companies are supposed to
allow the subscriber to get regular insurance. I can get treated next month
and stay on the insurance for 6 months after the condition is successfully
treated.
There are programs for small businesses. I like Gene's idea of Beth making
her husband an employee and getting group insurance.
Here are Blue Cross links for California, but I don't know where Beth is, so
I don't know if these links will be helpful.

To add to what Lauren said...also check state laws and regulations. In
Massachusetts, any company offering health insurance must immediately cover
pre-existing conditions. (I have one that will never be successfully
treated, so I guess I'd better never move to where Lauren
lives!)
Also, Massachusetts offers health insurance to the self-employed and to
small businesses, according to specific income guidelines.
