Tech writing does vary a lot in pay...sometimes within the same company. One really large government contractor...which will remain nameless in case I ever have to apply there again...pays tech writers according to what department they are working at. One department considers them admin and pays them very little, and another considers them part of development and pays them very well; both departments call them a tech writer. I applied at both departments and was offered a job at the department that considers them admin...for $20K less than I make at my present job. It is a bit of an odd market sometimes.
