Cool. At the risk of complicating things with rocket surgery, I'd add a custom toolbar, with one button per approved style, to the stripped-down template. I'd also add a blurb of text to the template, or maybe even said blurb with a screen capture of the toolbar, so that every new document on the template is self-documenting.
