Personally, I think I'd make that choice depending on my expected audience.
Thinking about reports makes me reflect back on my dealings with the banker
who got my mortgage through, and to the accountant at my last job. They were
both wonders with numbers, but everything about their use of language was,
well, shockingly terrible. If I were writing for somebody like that, I think
I'd want to keep everything as strictly literal and as simple as possible.
