What is the best practice regarding globalization/translation issues in
annotating illustrations?

I've been told that we should not embed annotations in the artwork but
rather overlay them on the artwork in the authoring tool. Easier for the
translators.

To accomplish that, one solution is to embed a collection of numbers (1,
2, 3, etc) in the artwork and then create a legend in the authoring tool
that contains the actual annotations, each labeled with the appropriate
number to correspond to that in the artwork. This legend could be place
along side or beneath the artwork.

If I use numbers (or letters from the English language alphabet), would
they be nearly universally understood?
