A common program for image viewing is Irfanview: http://www.irfanview.com. It's probably a bit powerful for your needs. Windows picture and fax viewer may also handle TIFF images; I'm not sure. Irfanview would be good for those users who have their own computers; the P&F viewer, if it supports TIFF, is standard on every Windows computer.

All relatively recent versions of Quicktime should be able to view TIFF images; you can look at http://www.apple.com/support/quicktime/ for more details. My experience with it has been mostly positive, except for the slow-loading "quick"-start program. It's fairly universal, but there aren't any guarantees that everyone will have it.
