I've created a similar glossary in Robohelp without having to code. Here is how:
The buttons are made up of an image map that I created from within Robohelp (Insert menu> Image map).
In creating the image map you define where/what each letter (button) is going to link to (in this case it is a bookmark to the beginning of the section identifying that letter.

This would be something someone coded themselves. I've done something along
those lines and it involved a frameset and some JavaScripting.

I'm creating a glossary for the CHM Help I'm creating in RoboHelp X5. I
found an existing CHM Help that has a glossary that is a regular page but
with buttons at the top - one for each letter of the alphabet. When you
