That's easy, because at one time it wasn't "mature" and did behave that way. It then became what it is like today: very
heavily government regulated.

No, if anything it would be a "we don't get no PR" thread. :-) In industries that are more mature than software development, product design is responsive to customer needs and complaints. What do _you_ think the aerospace industry would be like if it behaved like software development?
