Can't speak about the report, but here's my
experience:

Blogs are great if there's a page your users see every
day. Stick the blog in a frame on it and use it for
news.

Wikis can be excellent if you have someone from the
documentation team to oversee them and encourage
(evangelize) people to use them. The free-from nature
of the wiki, like that of the web, makes it useful for
not-yet-organized information.
