Proper accessibility involves avoiding a lot of fancy items such as frames. It also helps to go beyond alt text and provide extensive description of photos and illustrations. See James Gallagher's web page at http://www.deafblind.com/ for an example designed for accessibility. James uses Lynx, and not just for testing.
