Some of the confusion here regards the nature of XML.
It's part of a newer programming paradigm that
hopefully won't become as bloated and oversold as
object orientation.

XML is a file format; XSL is what converts that into
display or file output; in the middle there still need
to be applications to enter that data, and to do
something with it.

It's not that different than MIF.

If I were developing FrameMaker, for example, I'd plan
for this to be its primary use:

Frame --> XML
--> XSL --> Web/CMS
--> XSL --> XPS/PDF-application
--> XSL --> Database

And so forth.
