Are they causing problems in the compiled help system?

Browse sequences are associated with topics, so your comment
that they are not associated with any topics would seem to indicate
that it's just an annoyance in the editor (I'm not familiar with the
Browse Sequence Editor... RoboHelp?).

If you do have unwanted browse sequences in a topic, you can
open the document directly in Word and delete the + footnote for
that topic.
