Functional specs can be handed directly to a developer and then the
developer can be told to get to work, saving upfront costs.
Is the drive to A2 being driven by business requirements or by the fact that
A1 is seen as "out-of-date"?
If A1 is working fine, then producing an A2 that just performs the same
functions using new technology or a new look and feel or new whatever, may be a
perfectly good business goal.
If the drive to A2 is being driven by business requirements, is it because
marketing and sales already know what the gaps are in the marketplace?

There's my 60 seconds worth.
