Based on James' descriptions (some of which he sent off-
list), it sounds to me as if the product manager listed what
are essentially the functional requirements for one of the
twelve intended user sites and presented that as the
"business requirements" for all twelve. The project
management and architecture groups appear to have
differing concepts of what business and functional
requirements consist of.
