Hi Yves,

1. "To restrict a user" is not the same as "To restrict certain users."
A reasonable reader might conclude that "a user" means that only one
user can be restricted at a time.

2. Regarding "at any time":

To frangify the gribulator... [followed
by ten numbered steps]
NOTE: To restore the gribulator to its
default state, pull the red handle at any
time during pre-frangification.

Without "at any time," a reasonable reader might conclude that the red
handle has to be pulled at a particular point in the process.

The bottom line is, know your audience. None of us could imagine an
audience that needs "simply," but my audience sometimes needs "certain"
or "at any time." If your audience doesn't need 'em, don't use 'em.
