Although I understand your main point, I have to ask "Which industry"?
There is no Tech Writing industry. There's an IT industry, and an Electrical Engineering Industry, and an Aerospace industry, and so forth. In some industries the lean is technical with good writing skills. In others they just want a good writer who can catch on quickly. For instance, I work in the Television Broadcast Automation industry. Chances are, you've never even heard of it. In this industry nearly everyone is brought in from somewhere else.
One of the wonderful things about technical communication is the breadth of possibilities and opportunities.
