THAT'S what was bothering me -- something was obviously missing but I couldn't nail it to the floor. Thank you, Sarah!

I think I'll put together some of my old Journalism 101 exercises (you bet I saved that book) for mechanics and include a big set of "Organize these lists/paragraphs/topics into meaningful order."

That should let me narrow the field, at least for an intern.

Next hurdle -- finding somebody who actually shows up every day. But that's another whole topic and not specific to TW.
