I think what you're seeing is the difference between the Acrobat
(meaning the full-featured editor tool) and Adobe Reader (the free
reader tool). The features you list used to be accessible only to
users who had the full-featured tool (Acrobat). If you were to look
at these same files in Reader 6.0, I don't think you'd even see
those features displayed because the free reader did not support
them. Starting with Acrobat/Reader 7.0, Adobe made it possible
for users of the Professional version of the full Acrobat product to
create PDFs that embedded code to support those added features
in the PDF itself so that the features would be available from the
free reader. But those features are not part of the security settings.
They are features that have to be specifically enabled from Acrobat
Pro on a file-by-file basis. For example, in Acrobat 7.0 Professional
(which is what I'm still using), you enable commenting by choosing
the "Enable for Commenting and Analysis in Adobe Reader" command
from the Commenting menu, which then re-saves the PDF in a
version that embeds the commenting code. It has no connection
to the security settings.

I just want to confirm this Acrobat version difference before I ask
Those Who Sign Checks for an upgrade...

1. I created a PDF in Acrobat 6 with security set to No Security.
2. When I open the document in Reader 8 and check the security settings,
it shows Document Assembly, Commenting, Signing, and Creation of
Template Pages as Not Allowed -- even though it shows the Security
Method as No Security.
3. When I open the same document in Acrobat 6 and check the security
settings, it shows *all* of those settings as Allowed.

Is this just a cheap trick by Adobe to force an upgrade to Acrobat 7/8?
