Creating loosely-coupled, highly cohesive (i.e., highly modular) chunks of information is an analysis issue. A fancy word for chunking is partitioning. Partitioning is also a big part of the definition of analysis. What you are trying to identify is an analysis technique. Not some technology-based solution. I googled DITA. The first entry stated "an XML-based..." - that's all I needed to know. Ain't no such thing as an XML based analysis tool.
