Showing my age a bit here. ;)

I'm unsure why Microsoft would prefer this key combination, but you will
probably find that it works in almost all cases where you would use Ctrl+C.
It's because before Ctrl+C became the norm, the shortcuts in common use were
Ctrl+Ins to copy and Shift+Ins to paste.

It would be interesting to find a resource that discussed how these
shortcuts came into being. I did Google a bit on it. Never did find anything
that took a stab at explaining it.
