He doesn't, and never said that he did. The story that
Gore claimed he "invented the internet" was created
by his political opponents trying to put words in his
mouth (that's the fantasy part). Gore has said that he
"took the initiative" that put in place many of the govt
programs that resulted in the finances and infrastructure
for the internet, a statement that has been supported by
several of the people who are commonly cited as being
the ones who made the actual tech happen, which IMO
does give him a better claim to being an "internet pioneer"
than Vannevar Bush would have to having somehow
conceived the GUI or the WWW *or* Gene Roddenberry
to having invented the flip-phone.
