Yes, you can hardcode style with a script, but if you want to change the
way things look you have to rewrite your script; editing arbitrarily
many locations (in potentially arbitrarily many scripts) and going
through the inevitable debugging. You also risk your styling falling out
of sync between pages from different sources.

If you incorporate CSS styling with a script and you want to change the
way things look, you have to rewrite one stylesheet. So, yeah, it's
quite likely to be more efficient. If the organisational division of
labor is such that the script writer and the web designer are not the
same person, the win is going to be even bigger.
