Policy is policy, and is a legal document at that. Adobe and Microsoft
have their icon use policies well documented and publicly available on
the web. If they say it's no-go, no "public format/fair use" argument
will fly in court, because it's Adobe's PDF icon, not the icon for a
public format (there's a difference), and they own exclusive rights to
their created content. But there's nothing stopping anyone from
creating their own PDF icon and using that.

To answer the original question, no; we use text to identify the file format.
