Noun + past participle (the last one) as an imperative
is a new one on me. Given the right context, though, I
suppose it could be interpreted as such, but I think
it's likely than "conceal weapons".

As for:

"Weapons [that are] concealed or otherwise
[carried?]...

That one's interesting; it's not easy to come up with
something that relates to "conceal" in the right way.
The pattern looks to me as though the first verb
should be a specific instance of the second. For
example:

"Medications, injected or otherwise [administered],
must first be approved by the physician."
