Zen,

PS is not in front of me, but off the top of my head in the top part of the
PS, with the shape tool selected, there are a set of icons that appear to
customize the shape. (I can't describe them but I think the icon you seek
is towards the left part of the toolbar). One of the icons removes the fill
of the shape and keeps the stroke. It might take a bit of trial and error
drawing your shapes to find the right setting, but your answer may lie
there.
