Not sure if I understand what you mean here. The
only way to get content into an SGML/XML document
is to tag it. There are specific tags named Comment
and Remark that writers would use for text such as
the one in the email message.

If you're trying to make the point that the automatic
tools can only work if the writers use the tags
correctly, I suppose that's true. However, the odds
of such text being in the correct element and the
automatic processing tools being able to catch it
before it goes out are a lot greater than if the
text is just paragraph text as in the original
story.
