In my opinion, yes, you need both.

A couple of weeks ago, I added javascript to all of my HTML files that
will highlight the search term. I use yellow, but I think you can make
it whatever color you want.

Last week, I implemented a "Search this Page" button on all my topics,
again using some simple javascript. This will highlight all the
occurrances of the term being searched for - again, I use yellow - on
the page. The user still has to scroll down, but they don't have to read
every word to find out what they want. I did this because my co-worker
had used the 'search the help system' search button, had gotten to the
page she wanted, but had to read everything in order to find the info
she wanted. I thought, "Hmmm, there must be an easier way to do this."
Dave Gash was instrumental in helping me iron out how to implement it.
