Well, this suggests that 1) you're understaffed, and 2) whoever is
setting the project schedules is ignoring the documentation effort in
the estimations across projects. Project Managers should be realistic
in their scheduling of effort, and if in doing so they find they
cannot allow for documentation in the schedule, they have one of 3
options:
1) ignore it and ship a poorly documented product
2) acknowledge it and push the schedule out
3) acknowledge it and hire to staff the need
